It levels more severe penalities for crimes in which bigotry against an entire group is the motive. If you preach that a particular sexual life is a sin, you won't ghet arrested. If you go into a gay bar and just open fire, you could be charged with a hate crime, in addition to the other criminal charges you'd also face. Which is something the CADC should know, and probably DOES know. They are either being intentionally deceptive, or willfully stupid. In all liklihood, a little of both.
